If a parent with joint custody decided to move to another state is it standard that the 'away' parent would have visitation with the child during the summers?

That's a hard question to answer. It depends on whether the 'other parent' has been visiting regularly with the child and whether they have a strong bond. While you may not believe they have a strong bond the other parent may not agree with your assessment of the whole situation. I would urge you to contact a family lawyer and spend a some time on this question. Pay attention to the questions and information the attorney is seeking. That will give you an idea "how" the judge will be assessing the relationship = the kids & their interactions with the other parent.
