if a person is a black belt is he aloud to assualt some one, because he was mad about his water tap getting used at his place of bussiness? hes a kerate instructor. would he be like a deadly weapon.

Remember the story about the black-belt karate guy who had to register his hands with the police as a deadly weapon? That never really happened. But if the karate expert were to assault and injure someone, his black belt would be admissible in evidence to prove he knew that his hands were especially likely to inflict serious injury in an assault. He might be charged with assault with intent to inflict serious bodily injury.
