Why regular head lites on 2000 caviler wont work but high beam do?

Why regular head lites on 2000 caviler wont work but high beam do?
00 cavalier headlight have dual filliment bulbs so one of the 2 can be burnt without affecting the other or it an electrical problem, either fuse, wire, connector or relay.
