Has any art critic or scholar ever proposed that children's art be considered fine art?

Has any art critic or scholar ever proposed that children's art be considered fine art?
There are some young artists that do very nice work. Currently, a young boy in the UK working in watercolor, and a young girl in New York. It all comes down to the work, the quality, creating a body of work and the ability to show the work. Like a young child who enjoys playing piano, and does it well, people can call it fine art.
