we have a dead tree branch hanging over neighbors fence, she is concerned that it is causing the fence to lean, all though the fence has been leaning for over 10 years. who is responsible for the tree limb?

You are responsible for it up to the property line. If the dead tree or limb is hanging on the fence, you are probably liable, if it is her fence.
