I live in a duplex with only one water meter for both side of the house. The property management wants I and the neighbors to split the bill in half known that we cannot access the account balance because the water service is not under our name. Is it legal for the property management to do this? What should we and the neighbors do?



Answer

Sounds legal to me. You could ask to come in and look at the bills every now and then as a fair quid pro quo for paying half of an unseen bill. If this were your electric or gas, it would be an entirely different matter - see Civil Code section 1940.9.
