If I am being pulled over for tag display in window and it takes me 2 blocks to pull over due to traffic, why am I being charged of eluding a police office?

Maybe the cop has an attitude, or maybe he just actually thinks you were fleeing. But that sounds like possible a winnable case, you should get a good lawyer.
